Why California requires annual backflow testing
Backflow happens when pressure in your plumbing reverses and pulls water — along with whatever is in it — back toward the public main. A fire hydrant opening, a main break, or a pump starting nearby can drop street pressure below your building pressure in seconds. California's Cross-Connection Control Policy Handbook, which replaced the old Title 17 rules on July 1, 2024, makes water suppliers responsible for preventing that contamination, which is why your water district requires a tested, certified assembly on any service with a cross-connection risk.
In practice that means irrigation systems, fire lines, commercial buildings, restaurants, medical and dental offices, properties with wells or storage tanks, and most multifamily buildings. Districts across the county — the City of San Luis Obispo, Pismo Beach, Grover Beach, Arroyo Grande, Golden State Water, and Cal Water among them — send annual test notices with a deadline, typically 30 days.
Miss the deadline and the consequences escalate: a second notice, then a compliance hold, then in some districts a service shutoff or a fine. For a restaurant or a medical office, that is a closed-doors day. Testing costs far less than the disruption.
What happens during a backflow test
A certified tester connects a differential pressure gauge to the assembly test cocks and checks each component against its required performance. On a reduced pressure principle (RP) assembly that means verifying both check valves hold, and that the relief valve opens at the correct differential — normally at least 2 PSID below the first check. On a double check (DCVA) assembly, both checks are tested for tightness against reverse flow.
Water is off to the protected side for the few minutes the test takes, so for restaurants and medical offices we schedule before opening or after close. A single device takes roughly 30 minutes; multiple devices on one site are tested in the same visit to keep disruption to a minimum.
You get the completed test report, and we file the certified copy with your water district ourselves. That filing is the part most property owners lose track of — a passing test that never reaches the district is treated as no test at all.
Failed tests, repairs, and replacement
Most failures are unglamorous: a worn rubber check seat, a fouled poppet, debris from a main break, or a relief valve that will not seat. We carry repair kits for the common Watts, Febco, Wilkins, and Zurn assemblies, so a large share of failures are repaired and retested in the same visit rather than becoming a second appointment and a second trip charge.
When an assembly is too old for parts, freeze-damaged, or undersized for the service, we quote a replacement. Replacement usually requires district approval of the model and a permit, and the new device must be tested and certified immediately after installation — we handle that sequence end to end.
Freeze damage is the one failure worth preventing. Above-ground assemblies exposed on the north side of a building or in inland areas like Paso Robles and Atascadero benefit from an insulated cover, which costs a fraction of a new RP assembly.
Pricing and multi-device properties
A standard annual test runs $100 to $175 per device depending on size, type, and access. Repairs are quoted separately after the test, always with your approval before any work beyond the test itself, and replacement pricing depends on the assembly size and district requirements.
