Who handles backflow in Oceano
Oceano Community Services District supplies the water and uses the County of San Luis Obispo for cross-connection administration and enforcement. The District has about 170 backflow assemblies in its system and updated its cross-connection code in October 2025. It's also stepping up connection surveys, roughly 200 a year, so more properties are being told they need a device.

How we handle your test
We test each assembly with a calibrated differential gauge: both checks, and on an RP the relief valve. Most single devices take about 30 minutes. For a business, we test before you open or after you close, so the water's never off during your hours. We carry repair kits for the common Watts, Febco, Wilkins and Zurn assemblies, so most failures get repaired and retested in the same visit. You get a copy of the report, and we file the certified copy with the SLO County cross-connection program. A passing test that never reaches the district counts as no test.
Oceano notes
Oceano's code has a clock on new devices. If the District says your property needs an assembly and it isn't installed within 30 days of the due date, a second notice gives 30 more days. After that the District can arrange the installation itself and bill the owner. If you've received a survey letter, call us early. We can install the assembly and test it right after, so you're done in one step.
